From Breakdown to Breakthrough: A Former GIP’s Story of Triumph


Lalacinticay “Lala” Bulusan was born visually impaired. Growing up, she faced countless struggles, from being bullied to discriminated. She fought these struggles with a firm conviction that her handicap is not a chain that will keep her from achieving her dreams.

Lala’s primary motivation to succeed is her family. Right after Lala graduated in college, her father suffered an illness that left him unable to work. Lala, being the eldest, had no other option but to take the place of her father as the breadwinner at a young age. Extreme poverty pushed Lala to work as a farm laborer in order to finance her family’s needs, her father’s medication and her sister’s education. Despite her impairment, she had to plow farm fields regularly to be able to earn.

Despite the hardships, Lala graduated with a degree in Elementary Education and set herself to take the Licensure Examination for Teachers (LET). Her hardships were rewarded when she successfully passed and became a licensed teacher. Her struggles however did not end there. She had to compete with other applicants due to the limited number of teaching loads available. She did not make it due to lack of experience.

Undeterred, Lala decided to take her chances once more and applied in other government agencies. Unfortunately, she received numerous refusals. Lala was anxious but kept her faith. She was at the lowest point of her life but persevered in sending more applications until she landed a job at the Department of Labor and Employment (DOLE) thru the recommendation of a Public Employment Service Office (PESO). Lala was hired as an Intern under the department’s Government Internship Program (GIP).

Lala was assigned in the Public Library of the Municipality of Abulug. In her months of service as an intern, she displayed exemplary performance in fulfilling her tasks and her eagerness to learn her work. With Lala’s dedication and commitment, her immediate supervisor no longer needed to intervene with Lala’s tasks. As an intern, Lala always gives her best in all of the tasks that is assigned to her. It is with her work ethic and laudable work performance that led her immediate supervisor to recommend her for a job order position at the office of the market inspector under the treasury office of LGU Abulug.

Fast forward to today and after 2 years of working as a job order, she now holds a permanent position as a Revenue Collection Clerk (RCC) at the treasury office of LGU Abulug. Looking back, Lala is grateful for the experiences and lessons that she received during her internship. GIP opened a lot of doors of opportunities and developed further her capacity to work and serve others.
